I was looking for this same piece, so I emailed David Holsinger directly about it. Apparantly, the piece was only published by a company that didn't stay in business for very long, so it is technically out of print (even though only a few copies were ever sold). He said that he would give me a copy if I promised to not reproduce it or distribute it in any way; however, that was several months ago, and I still haven't received anything. Good luck.

Well, for starters you had better have a good double high C and amazing technical ability (well beyond the Vaughan Williams) to play all three movements of this piece. It was written specifically for tuba virtuoso Steve Seward to exploit his abilities, so it is not something for the average college freshman (unless you played like a freshman named Roger Bobo.) If you choose to do it with piano, the piano accompaniment is very challenging and is often at odds rhythmically with the tuba part. Get a GOOOOD accompanist. The second movement is the only one I have really been able to get under my belt so far, whereas I have performed pieces like the Gregson, VW, and Ewazen concertos. My goal before I die is to get the first and third.
