So instead of making an F version of the 983, they came up with this. Sounds pretty good too.

The change in the location of the valve block is a welcome improvement. I had owned a couple of the 983's and the valve block was so low that it adversely affected finger mobility (my hand therapist wife confirmed this). Besson has a front action F tuba. They made about ten of them, pitchy from some reports and a bit small. They are so rare that I couldn't even find an image of one on Google.

what is the difference between this and the 983?

Smaller bell and improved location of the valve block. Some other minor stuff.

Trigger on first valve slide - mostly used with higher notes. As mentioned 15" bell and I don't think it is as tall as the 983.
I have a 984 and it has a sweet sound - unanimous from all who play it or hear it.
The 984 seems to be Besson providing an F-like (solo) sound from an Eb.
