Nah, it's only $7.5k on his website.

The added $1K is to cover the eBay/paypal fees. eBay now takes 10% of sales cost and of the shipping cost as it's fee. (plus Paypal takes 2%)

I, personally, wouldn't invest $7k + shipping in a horn to sell it for only $7.5k if my goal was to flip it to make more money.

Me neither. If it is that horn, likely turned out to be a bad fit as opposed to a bad horn. The additional .5k might be bargaining room. I personally have had a heck of a time finding good ergonomic fits, and sometimes it's not obvious right away.

It would also make sense if it was put on consignment there if he were not the buyer.

People buy stuff they discover they don't need all the time.
