It looks very similar to a Boosey (pre-Boosey & Hawkes) Eb helicon that I had, which was made in 1870. I have a Williamsport Distin helicon and Keefer sousaphone that also have similar wrap. Based on this I would bet that it's likely it was made by Boosey.
