I believe you may mean "La creation du monde" by Darius Milhaud.

The title is correct, but I don't think Milhauds take on this has a tuba part, pretty much a chamber orchestra piece. There is a big Saint-Saens piece called "The Flood" (Les Deluge)that, I believe, has a similar titled section and a nifty tuba part.

You are quite right. The milhaud version has very limited parts for brass. The only low brass is one trombone I beleive. Still definitly worth listening to though. Any reccomendations on recordings?
