PT-3/3097 History and Sharp Third Partial Mod

Perusing the archives this very interesting nugget popped up.

I've found NO other info but would love to learn more. Anyone have insights they can add?

I bought a rather tired one a few years back, and in addition to restoring it, I fabricated a new larger leadpipe and modified the body to fix the sharp 3rd partial. It is remarkably loud for a small CC tuba...

Is there a German or European equivalent of Tubenet where I can pose this question?
