I have a question about proper installation of the Baer PVAK on a B&S tuba.
Do I remove this small existing washer at the base of the valve stem? It does NOT want to come off... and I'm not sure if it's just stuck, or if it's intended to be some kind of permanent fixture. I don't want to force it off of the stem if I'm not supposed to!

They do come off, but you leave that for PVAK. That washer is part of the assembly of the valve and unrelated to alignment.

One came off very easily, the other 3 are pretty firmly in place. Just checking, since it's clearly easiest to just do nothing at all.

No. Screw the valve stem back in and then only take off the felts you had before.
From the top of the piston the order should be:
Piston top > brass spacer from PVAK > O-Ring from PVAK > valve cap > O-Ring from PVAK > brass spacer from PVAK > valve button.
Note that the brass spacers are different sizes for under the cap and under the button, so make sure you keep them in the right order.
