The Thumb ring looks like vintage Cerveny. Nothing that I can see leads me any other direction.

Not the universal, knee-jerk "Cerveny". I have never seen a Cerveny tuba with those squared off feet on the braces. Nor a B&S which was my first guess (and which I've seen fewer of).
Pretty surely from that far Eastern Germany/Western Czech Republic neighborhood but I'm pretty sure not Cerveny.
Also probably a great horn.
