I've heard of an exercise called Whisper Tones.
Does anyone know such an exercise? What is the concept?

Nope. It's a trumpet thing.

Google "cat Anderson whisper G" and you'll find a bunch of youtube videos of trumpet players. Some trombonists do it too, I've done a bit on trombone. I've not tried it on tuba nor heard of anyone doing it, and I'm a bit skeptical it fits the tuba range well, but who knows?

One of those trumpet explanations is better, if I have a moment later I'll try to link the right one.

I don't know what a whisper tone is, but as a tuba player and former trumpet player, I am always amazed at how quietly I can play the tuba. I can produce tones that are so quiet that I almost question whether any sound is actually coming out . . . but my lips are still buzzing! You can't get anywhere near this low level of sound on a trumpet . . . the lips will simply stop buzzing long before the sound fades away.
