Go to Eric Totman's site and see if it looks like anything there would be my best advice. From the one picture I was able to get [it was fuzzy], it looks rough.
It is an Eb bass, OTS type, but it seems to be missing a lot. Still, if one of the prized makers, it may be worth the $$ to restore it. I personally do not like playing one of these horns, but they were period Civil War instruments in some of the bands.
