Go to Eric Totman's site and see if it looks like anything there would be my best advice. From the one picture I was able to get [it was fuzzy], it looks rough.
It is an Eb bass, OTS type, but it seems to be missing a lot. Still, if one of the prized makers, it may be worth the $$ to restore it. I personally do not like playing one of these horns, but they were period Civil War instruments in some of the bands.

Probably European made and manufactured after the civil war. American horns tend to have string linkages, also the valve caps on the back of the valve are not something I have seen in any American horn of that period.
