Valve issue

Hi all,
After a recent service (ultrasonic cleaning and valve alignment + recork - yes I know I can do this myself but I'm honestly scared of mucking it up) I found one of my rotor caps loose. No big deal, but after tightening it to snug by hand the valve locked up. Loosening it frees the valve up. All the other screws (bearing plate, rotor arm, and the main bearing screw) are tight and snug, but the cover plate seems to need to be loose in order for the valve to function.
I don't trust the shop I sent it to to fix their own mistakes, so is there anything I can do myself to fix it?
