If you're looking for something very close in size, it's going to be tough going, but here are some ideas:.
Kanstul makes a little 3/4 BBb tuba which has a 0.656 bore, which (within a thousandth) is the same size as the York Eb (0.655). I don't know if the configuration could be adapted or not, but there's a source--and Kanstul sells parts.
The little Weril 3/4 BBb or CC valve cluster might work, even if it's a little larger (0.670'), but at last check, Weril didn't sell valve clusters.
Otheriwse, your best bet might be scavenge a cluster from something like an old 2/3/4/5J or Olds O99 which is pretty close in size.
