is it possible to get volumes 5-15 at all? everywhere i look, it's only 1-4 and 16-17. is this all one needs? or is there somewhere i could get the complete series?

Volumes 14 & 15 are out of print and it is very hard to find any used copies.
Volumes 1 - 4 and 16 - 17 are published by Encore Music Publishers:

What's in the Elgar book? The symphonies definately have some meat in them (sorry Bill).

Surprisingly, so is "In the South" which has a very hard tuba part.
