I've never had to anneal a trumpet bell, but if you think the brass has been worked to the point of breaking you can do it by standing the trumpet with the bell down in a shallow pan of water perhaps 1/4" deep. Heat the area in question as evenly as possible. I think I would use an acetylene/air torch with a rosebud tip.
