I'll be selling my 5/4 Wisemann in a few months after I finish my final college performance with it. Not sure if you're willing to wait, but the offer is there. Definitely will be within your price range.

I have a Kallison DS that has had some custom work done to it I'd be willing to part with. It's a Great Horn got me through a lot of work.

There's a 4/4 CC B&S Musica 5v in the Items for Sale forum for half of your max price. I just picked up one of the same model locally and I'm liking it a lot.

I have an Eastman 632 4/4 CC tuba that I’ll be selling soon for $5000. These Eastmans are tremendous.
