It's a small Conn with four valves, about a hundred years old, but in remarkably good condition. I have played on this tuba and know the seller well. I am sure that if he had time to polish it up he would get a lot more $ for it.
Looks like a nice 'mini-project' for someone. Get it chemcleaned, maybe give the valves a little attention and polish it. Then leave it and play it.
There is a whole class of antique cars like this horn. They show their age but are safe and solid so guys polish them as best they can and just leave them as 'original' and drive 'em around.
I have a friend who might be interested in this, for brass band work. How is the octave Eb? Many of these older tubas have unworkable intonation. He's a piano technician and could probably do much of the fixup himself.
