The extension soldered onto the side of the shank is for an electronic pickup. Acoustic amplification seems to be the preferred method among tubists if you search the archives.
Instead of talking to your plants, if you yelled at them would they still grow, but only to be troubled and insecure?

Exactly. It's for the players who are looking for a nonresonant, spread sound all of the time. When they want that sound the leave the mouthpiece open at the rehearsal or on the performance.

Now it's not just for practice to improve sound. It can also be used as a permenant mouthpiece modification to make your sound thin and intolerable.

I was once told that during the premiere of Sibelius' 2nd symphony, the tuba player used a bellows with a small hose, to keep the Bb's going in the 3rd movement.

No memory who told me that, I've never investigated it.

But, this mouthpiece explains how it worked.
