From the looks of it (and the specs) I'd guess it's a marching French tuba with three rotary valves ...

There is a long tradition of C rotary valve flugelhorns (a step above the Bb trumpet) in Central Europe. These are likely the basses for that market.

The tenor/bass size tuba family instruments that filter down to the Balkan brass dance/wedding/etc. bands are oval style, at least in the pictures I've seen.

I'm betting Spain. Possibly used in their cornetas y tambores bands, and in Catalonian cobla bands. Search for "fliscorno en do", and there are more:

This doesn't look big enough to be a tuba. There isn't even a joint from the bell to bottom bow. Could it be a C euphonium? It looks like a marching euph or bari body.

Right, it's a marching baritone for sure (though arguably that may be considered a kind of tuba.) The novelty is the pitch, and maybe the rotary valves.
