Beautiful tuba, certainly!
But in Bb (or even BBb)?
For me it looks like an Eb in the older small British style, which would be an ideal beginner’s instrument, if it had a 4th piston on the side.
We cannot demand perfect intonation from beginners, but they should not be given tools making good intonation impossible. I actually have seen documentation that the Brits made a few samples of such small 3+1 Eb non-compers.
