Looks more like a VMI 101 to me... except with the linkage on the backside of the rotors. I guess it could have string linkage.

The valves and spatulas look to be Sanders to me, as does the general style. I have not seen one with that tall a bell stack relative to the body, but my vote is still (original) Sanders.
