Is it "red rot"? I have no experience with it, but this is so massive, and distributed indifferently over bell collars and guards and stuff like it is, I would guess not?

That surface condition is ugly but won't hurt a thing. Buy this horn 'on the cheap'... strip the remaining lacquer... and enjoy it.
