I'd bet a quarter it has been effectively transformed into the much more practically useful 40K, bringing it down from high pitch to normal modern A=440Hz.
I don't know how much that would cost - I guess lengthening or replacing five tuning slides? Worth it only for an exceptional instrument, but some would argue this is one. That's another point in favor of not shipping it - I doubt you can rely on the current owner to inform you about this matter over the phone, so you have to bring a tuner and find out for yourself where matters stand. If it has been modernized and is in good playing condition, the price isn't unreasonable.
