Based on how the third valve tubing routes back through the first valve, yes.

The arching leg of the 3rd valve circuit is how you can tell it is a 3-valve comp. 4-valve comps and non-comps don't have the 3rd valve circuit arching over back to the 1st valve for the comp loops (4-valve comps do it with the 4th valve, not the third, which has a straight up and down 3rd circuit like the non-comps, and non-comps are just that - non-comp with the longer straight up and down circuit.)
