FWIW, I didn't take the OP as a "complaint." More of an "I don't get it . . . "
My take on the issue is that for some, including the relatively small tuba community, eBay has become a spectator sport. Some who have no intention of bidding like to watch just for the entertainment value. And bringing more bidders to the table increases that entertainment value.
I'm not saying it "should" or "shouldn't" be that way, just offering one potential explanation to the OP.
