CL San Antonio, “New Jenkins” Eb Sousaphone (Conn stencil?)

Not mine, Just saw this outside San Antonio TX.
“Jenkins” Sousa looks in pretty good shape. Hornucopia content on Jenkins music store suggests maybe this could be a Conn stencil, but I’m no expert on old conns. But the condition in the pics appears Pretty good for the age. I say Eb because of the wrap at the left shoulder.
