Looks like raw brass to me, which sometimes has a redish tint to it.

I think it's just raw brass... but exposure to mild acids will turn a horn reddish. Soldering flux will create this color on brass if it's not neutralized.

So how would you distinguish between this and red rot???

...assuming this is not red rot

Red rot works from the inside out and usually shows up with just a few small spots at first. A horn with this much red showing would be literally falling apart.
