It says:
Features:
16.8 mm bore
4 valves compensating system
Side action
Silver plated
Key: Bb
Valves: 3 and 1 side action compensating system
15" bell diameter
What does this mean? Valves: 3 and 1 side action compensating system?

Well, there was an argument about a year ago on TubeNet about what could be called "compensating". Some insisted that a 4th valve also was a sort of compensation, albeit not Blakely.
As far as the 3+1 side action, heck, divide them any way you want, 3+1, 2+2, 1+3 4+0, 0+4--they're all side action.
A word of warning--many of these "drop it off and we'll sell it on eBay" places do not offer returns/refunds if their description is incorrect. They'll usually reply "that's what the owner told me". So beware the shark tank.

Well, the seller's handle is
isoldit.ca009 As an active eBayer myself, I avoid people with names like that. I bought a tuba last year from the
BrooklynCowgirl and was very happy with what I bought.

I bought a sousaphone from BrooklynCowgirl a couple of years ago by driving into Brooklyn to pick it up. I can't remember the exact address, but it was right under the elevated tracks through the middle of Brooklyn. I think it was a dry cleaning shop.
