I'm not 100% positive, BUT I thought that when you receive money and the person paying uses their credit card, YOU , the recipient, are docked a fee for this service. As for other forms of payment, I don't believe there are fees.

The fee on the receiving end of the money in PayPal transactions is about 3%. The buyer does not pay any Ebay or PayPal fees. Just the seller pays fees. At least that the way it's always been for me. There may be other more formal PayPal and Ebay business services that have different terms.
