Can you I.D. this Sousaphone?

So, this is on e-bay right now. From what little I know, Weymann made banjos and mandolins, not brass, SO:

Is a sousaphone with the Weymann name on it actually a stencil?

And if so, can anyone tell from the pictures who might actually have made it?

Langwill lists Weymann as selling strings AND brass, taking over the premises of maker C.F. Zimmermann in the 1800s, and continuing until the second world war. In the last few years, quite a few of Weymann's "Keystone State" trumpets and bugles have come up on that same site.

That doesn't mean that the tuba wasn't stencilled, however, I just don't recall ever seeing a "Keystone State" sousaphone.
