If this is the guy I think it is in Norfolk, I bet he picked this horn up at a Norfolk Public School Auction (at one time each high school had a CC tuba on it's inventory and dropped them when no one would play them) for cheap and is trying to sell it at the new price. Maybe worth 2-2.5K if it is in as good condition as it looks.

Yes, the buy it now price is quite high, but the starting bid is reasonable (but who knows how high the reserve is).
