The seller has it right: For a good tech, the bell isn't that big of a deal. However, the lack of valve parts is a big deal. Unless Marzan parts can be purchased from the/a factory, it's a hunt for used parts or machinist's fees to make new ones.

I have a feeling that the world renowned "Tuba Tinker" will have this bad boy up and running by summers end. AND it will be a great horn. The bell is nothing, and I have a feeling some companies valves may very well retrofit into the horn. So, Dan, keep those pictures coming.

Yeah.... I shoulda bought it. $360 bucks was a good buy for that horn. Most likely Meinl or Walter Nirschle will be able to come up with some rotors and parts for it. Oh well.
