A 3 valve Chinese tuba for $1500+, sign me up!! 
One of the tuba players in one of the bands I'm in recently bought a Menl-Weston Fafnir from a reputable dealer. He offered his 4 valve Jinbao in trade and this dealer wouldn't give him a penny for it. That gives a good idea of the value of those tubas.
On the other hand if someone actually bid on this and met the reserve, I would be surprised if they actually received anything. The most likely outcome if they sent payment would be that they would be out how ever much they sent. An offshore seller with no feedback? No Thanks!
