I'm sure they're not sure, but from the description (sketchy as it is) and the pictures, this is a "USA Line/Grand Rapids/Band Instrument Co" small bore tuba. Grand Rapids was owned by York, and, according to a later employee, came down the same production line.

One look should tell you that this is not a full-size tuba, but rather, the kind that was bought by small town band tubists who could not afford two tubas, and so marched with the same one.
