odd 4 valve cerveny on the bay

This is an odd valve configuration. anyone know anything about it?
The 4th valve is worked with the left hand and it looks to be a flat half step.

All I know is that that's a pretty intense bell engraving!

It looks to me the the left hand valve might have been an add on to the horn,
OR...
Maybe the left hand valve was the fifth valve and the fourth was removed. There is a section of what looks to be nickel after the third valve then it turns to brass.
Just me thinking out loud...
