Similar dimensions to my old Haag Eb. My guess is a pretty 'old' standard rotary Eb design which various manufactures used as a template. If it plays anything like my Haag, it will have a good full sound, but rather difficult low register, much like most F tubas.
As the seller has 0 feedback, I would be very cautious in bidding, although I guess Pay pal would give you some protection

If it is genuine, it could be a bargain.

Acoustically Weltklang tubas are the same as B&S when it comes to F and BBb instruments, but B&S didn't make Eb tubas before the wall fall. Still this very well could be a good tuba.
My main worries would be about the state of wear in the old fashioned S-links’ transmission. If the tuba turned out being excellent, it would be worth the investment in a full or partial exchange of the valve transmission. Maybe even the addition of a 5th valve. Joe put that valve into the 4th valve loop of his Weltklang Eb helicon.
However as a reasonably experienced eBay buyer, having been to Bulgaria, and knowing about the reliability of East-Balkan money and postal systems I would never touch this auction. The zero feedback of the seller adds to my suspicion, as do the discrepancies between the numeric digits in the German and the English texts.
The gambling of getting a successful transaction would be much riskier than the gambling about the quality of the instrument bought untested.

Looks like the buyer of that auction posted a thread yesterday that has been removed (not just locked).

Yep. The buyer was/is me.
It seems that my post was deleted....Everybody guess how much tuba I got for my money!
To the person who deleted my post: I would like to hear from that person why my post was deleted. Was it because I mentioned the specific auction? I would otherwise think that the question was in general interest for the people who deals on Ebay. Again, this is meant in a non aggressive manner, just a plain question. No bad vibes here, I just don't understand.

Careful, this thread might get deleted.
But, lots of people are skilled at sending emails that look like they are coming from Ebay, but are not.
However, if you get an email that looks like it is from Ebay warning you not to pay for an auction you either won or bid on, I think I would take the advice.
