Sorry if I'm being ignorant... but what in the world is a cupronickel tuning pipe?

So... this horn is tuned in C flat.

Also, the city is in some kind of (I'm assuming) Chinese text, while the country *China* isn't.
I wonder what kind of response I'd get from "hotbaby20088" if I sent an email.. maybe the seller will be on vacation in Canada and demand a Western Union money transfer

Wait a minute, I saw ads for these horns up this past spring/summer. Back then the price was about a quarter as much. What gives?
