PayPal and feedback question

I contacted my favourite brass pusher in the US to ask if he had a certain item on his shelves. He was fair enough to refer me to a current eBay auction, which potentially would be cheaper and more along my wishes.

This auction was limited to shipping in the US. I have been allowed to circumvent such restrictions previously, so I asked the seller, if he would ship to my country. He replied that he will, but only if I promise to provide positive feedback as soon as he has provided me a tracking #. Otherwise he would not get his money released from PayPal.

There will be no deal on these conditions, as I only provide positive feedback, when I have the undamaged goods in my hands and when I have made sure that the auction description and the received goods are matching.

I have done several deals involving PayPal, where such conditions were never mentioned. This seller has 100% positive feedback, but he only has 26 feedbacks. Is that the problem?

Not sure, but a friend of mine sent a knife to Russia last week only to find that there is a 21 day hold on Paypal payments. I believe the seller's cash is released from hold when positive feedback is received. Maybe it's added protection for international sales.

This sounds likely. The reason I haven’t met this situation before may be that my PayPal transactions have been within the EU, where I prefer to buy due to the lack of tax transactions by imports. My more recent deals with the US have been paid by VISA.

Still I find it is making a mockery out of the feedback, if it is given before one has the goods in ones hands for inspection.

10.4 eBay Item Hold.

eBay item hold. PayPal, in its sole discretion, may place a hold on a payment you receive for an eBay transaction when PayPal believes there may be a high level of risk associated with the transaction. If PayPal places a hold on your payment, it will show as "pending" in your PayPal Account.

Release of eBay item hold. PayPal will release the eBay item hold after 21 days unless you receive a Dispute, Claim, Chargeback, or Reversal on the transaction subject to the hold. PayPal may release the hold earlier if either of the following applies:

(a) The buyer leaves positive feedback on eBay, or

(b) PayPal can confirm delivery. PayPal will confirm delivery if you use USPS or FedEx to ship the item and (i) use PayPal shipping labels, or (ii) upload tracking information to PayPal via the transaction details page. This applies to US domestic transactions only.

Additional hold period. If you receive a Dispute, Claim, Chargeback, or Reversal on the transaction subject to the eBay item hold, PayPal may hold the payment in your Account until the matter is resolved pursuant to this Agreement.
