Yep, it's a Hablowitz. Looks a little different than mine, but that's absolutely what it is. It says "West Germany" which puts it at 1949-1990, probably most likely 50s-70s, but I don't know for sure. It could be for an Alexander, but it's not officially an Alexander mouthpiece.
