Might just be a newer (or retrofit) one with a flat whole step instead of a 23 fifth slide.

It's hard to tell but that 5th wrap looks too long for a flat step.

Looks like a 180 to me. I'd like to own this one: love the feel of playing well aged miraphone horns.

Like other folks have said, that's a Mirafone 180 F tuba, not a 184.

I just learned that this is James Tubashaman's old Miraphone 180 F tuba. He traded or sold it last year, and now that person (or later) is selling it.
Do what you will with this info.

At the risk of sounding repetitive, it is a 180-5U F tuba.
