Not only does it appear to be in Eb, but the embossing on the 2nd valve indicates "HP", or a modern E.

I thought HP stand for high pitch. Or that what high pitch means, Eb?

Hi-
An old horn in Eb that is High Pitch (HP) will sound almost in E....

I work in a shop that deals in vintage and antique instruments, so I get to hear this about once a week:
HP - High Pitch A=457
LP - Low Pitch A=435
1919 - All countries that participate in the Treaty of Versailles adopt A=440 as standard pitch and production of High Pitch instruments tapers off at that point until they are no longer produced. BUT that being said, some European Orchestras(correct me if I am wrong) tune to A=442.
Oh boy, WAY more than you'd ever want to know about that...
This critter looks to be in Eb. The length of the valve circuits, especially the 3rd, demonstrate this.

i don't mean to argue, but....
High pitch: A=457
Low pitch: A=435
Standard pitch: A=440
