It is tough to say.
American Perfection is likely a private label made by any number of manufacturers.
Couesnon made a Trumpet for American Perfection, according to Horn-u-copia. That doesn't necessarily mean that the Tuba is also Couesnon, although it could be.
It could be Conn or King, but it is really hard to say because there is no detailed information, and you can't see detail in the braces or valve caps in the pictures.
There might also be more to the engraving.
If you are seriously thinking about buying this horn, ask the seller for details.
