The bell is 31.5cm wide, something close to 12.5". The height is more than trice the bell diameter. From there my guess is that this is an F tuba.

The pitch modification pigtails might indicate an instrument in the old pre-1920 Bohemian high military pitch of A=467Hz.

The text on the logo shield means Patented. Only there is no indication of who owns that patent.

The placement and spacing of the slides on the pigtails make them that only one may be actually for this horn... the one furthest from the tuba, and that one only on the 1st or 3rd valve.

The other one does not appear to have the right spacing to replace anythong on the horn!

None of these pigtails are intended for inserting in slide receivers. They are intended to be mounted between mouthpiece and receiver.

The German and Czech speaking areas were immensely poor after WWI, when the pitch reform was introduced in 1920 or so. The existing pool of instruments could not be scrapped, as replacements could not be afforded. The alternative was a new industry making terminal pigtails for just about all sizes of brasses.

Another approach was about augmenting the main tuning slides. When we see sock shaped slides or slides with an extra short loop, then these are for pitch conversion. Sometimes we even see slides protruding beyond the main frame of the instruments. This was a fast, but somewhat risky approach to pitch conversion.
