Maker? Pitch?

The bell is 31.5cm wide, something close to 12.5". The height is more than trice the bell diameter. From there my guess is that this is an F tuba.
The pitch modification pigtails might indicate an instrument in the old pre-1920 Bohemian high military pitch of A=467Hz.
The text on the logo shield means Patented. Only there is no indication of who owns that patent.
