What pieces has he been playing in the past? That seems closer to small than GINORMOUS

The Eb tuba mouthpieces I can think of right off hand do tend to be smaller than 32mm inside diameter, so just going by that dimension, and on the assumption that "Eb" means something, yes, it's large. If you want to get into the details, you could argue that it's as much about interior volume as width, and you might be able to find a Miraphone example or something that illustrates the principle, but it seems unreasonable to expect the guy to write a regular dissertation on the subject.
