The main difference between the two sellers is that one knew nothing about tubas and the other makes it his business to try and know enough so his products will sell quickly. B&S (leaving the buyer to assume "Made in Germany") is a lot more appealing than saying probably "Made in China". Quinn's business is an eBay music instrument business, his instruments have to be priced and described "right" so that they sell quickly. Go to a store and try to find descriptions like "Wow", "Excellent", "Amazing" etc, in the main instrument descriptions.
