the Ring calls for F and Bb Wagner tuben. this looks like an F. same length as F tuba. mislabeled at best.

If it's a Wagner tuba and it appears to be, then it's for French horn players.

This is exactly what it says it is, a Wagner tuba in F, aka bass Wagner tuba. No mislabeling although this particular order of description is not the norm.
WT's are normally scored for two pairs, two tenor in Bb and two bass in F, the same length as 'normal' tenor and bass tuba's but played with itty bitty french horn mouthpieces.
