Sort of... I think it's more like it means "because it's not worth that to me."
You make it sound like people are counting up to their last penny, and then are disappointed they don't have enough pennies to do it at all. Perhaps... but it's really that they have plenty of pennies, and want to make sure they still have lots of pennies left over AFTER buying it. "Could I buy it" and "should I buy it" are two very different things.

I just bought some cans of aerosol paint for (nope...not $1.99 ea., but) $7.49 ea. + 9.25% sales tax + the 15% Social Security dallahz I had to pay to get access to the dallahz to buy the paint.
How much are you paying now for a $1.75 gallon of gasoline?
We're screwed.

Mark. Mark. Don't fall for the B.S. Bloke is right. Re-read his post. The cuts are miniscule. You might argue they aren't going to do very much good, but not that they are draconian.
