Since this is an older F, I am wondering at the approximate size of it? I am guessin this is a smaller horn?

Hard to tell when there are no measurements, but I tend to agree with you. The F & CC version here is not original. TJ had the original BBb side converted to CC. The case also looks like made for a larger tuba.
I manipulated a bit to make the engraving more readable:

Dave Amason loaned this tuba for a performance while TJ still owned it. Dave says: Interesting little horn.

And Dave didn't buy this tuba from TJ (he bought one of TJ's much bigger tubas).

My interesting wife doesn't think much of me going on blind dates these days.
