Yup, looks like a York Monster BBb sousa to me, like the other one posted below. I still say they are rare 
I've only seen one in person...it was at the first college I attended.
This one is in rough condition and has the smaller 24" bell. Wish I had a few hundred more $$$ to buy this one, fix it up myself and prolly keep it
