I'm guessing Eb or maybe F, and that sure looks like a cut-down Alexander bell stack...................

It sure has an odd bell flare. Might just be camera tricks.

When I saw "Russian helicon" I was hoping it would have that weird bell. I doubt they sound very good, but I'd love to hear I'm wrong! Maybe it just looks weird because almost no flare, but the taper seems awfully wide there.
This one looks like it's in nicer shape than average, but the valves could be a challenge, and you'd have to scare up some kind of leadpipe & bits. Off hand it looks like an Eb to me, full circle but with the valve section rotated forwards a little for an easier fit compared to the Cerveny Eb.
