I think this is the second of third time up for this horn. A guess would be that it needs everything.

I know that seller IRL. Good guy, he's a reed player but has been in the music biz quite a while.

And yes, it likely "needs everything". My guess is that it's an old school horn.
American sailboats, airplanes, banjos, guitars and flutes ...
Italian motorcycles and cars ...
German cameras and tubas ...
